MANIFIESTO URGENTE POR GAZA
Este manifiesto no es una súplica. Es un grito. Es un puño sobre la mesa de la indiferencia. Es un llamamiento urgente a la conciencia del mundo.
GAZA NO PUEDE ESPERAR
Hoy, las organizaciones firmantes —los Comités Nacionales de UNICEF y UNRWA en España, Oxfam Intermón, Médicos Sin Fronteras, Save the Children y Movimiento por la Paz (MPDL) — alzamos nuestras voces como una sola. Las alzamos porque el sufrimiento de la población palestina es insoportable. Las alzamos porque en Gaza, con cada día que pasa, algo esencial de nuestra humanidad se desmorona.
Nos dirigimos a los gobiernos, a líderes políticos, a las instituciones internacionales, a los medios de comunicación, a las organizaciones de la sociedad civil y, sobre todo, a todas las personas que aún no han renunciado a su conciencia ni a su capacidad de indignarse ante los actos de barbarie que el actual gobierno y el ejército de Israel están cometiendo en Gaza.
En menos de dos años, más de 56.000 personas han sido asesinadas, más de 18.000 son niños y niñas. Más de 127.000 han resultado heridas, muchas con amputaciones, quemaduras, mutilaciones y traumas imposibles de sanar. Después de los ataques cometidos por Hamás, con 1.200 personas muertas y tomando alrededor de 250 rehenes el 7 de octubre de 2023, Gaza ha pasado a convertirse en el escenario del sufrimiento humano más desgarrador de nuestro tiempo. Se ha transformado en un símbolo brutal del dolor.
El impacto mental es inenarrable, los niños y niñas nos hablan de una desesperanza total hacia el futuro. Y todavía seguimos buscando palabras que estén a la altura de este infierno, porque ya no alcanza el lenguaje para describir tanto dolor.
Prácticamente toda la población de Gaza vive desplazada y asediada, sin un lugar seguro donde refugiarse. Más de la mitad son niños y niñas. Como consecuencia del asedio total impuesto por las autoridades israelíes el 2 de marzo, el 100% de Gaza corre ahora riesgo de hambruna, según Naciones Unidas. Más de medio millón de personas están en fase 5 de hambruna catastrófica, decenas han muerto ya y seguirá sucediendo si el Gobierno de Israel no permite la entrada de ayuda humanitaria masiva.
La protección y asistencia especiales que el Derecho Internacional Humanitario otorga a la infancia —y que constituyen una obligación legal para las partes en conflicto— no se han cumplido. Asesinados o mutilados, cercados por el hambre y el miedo, niños y niñas están siendo afectados de forma desproporcionada por este conflicto. Más de 41.000 han perdido a uno o ambos de sus progenitores. El impacto es tan profundo que ha sido necesario acuñar un nuevo término para describir a aquellos que han sobrevivido, “niños y niñas heridos, sin familiares supervivientes”.
Los ataques contra la población civil, la destrucción de infraestructuras esenciales, la obstrucción sistemática de la acción humanitaria, la privación del agua y de la comida, así como el desplazamiento forzoso constituyen graves violaciones del Derecho Internacional Humanitario.
El sistema de salud ha colapsado. Al menos el 94% de todos los hospitales de la Franja de Gaza están dañados o han sido destruidos. La atención médica está siendo sistemáticamente atacada en toda Gaza. Quienes sobreviven a los bombardeos mueren por falta de cuidados básicos. Los equipos médico-humanitarios se están viendo obligados a curar heridas sin analgésicos y a racionar medicamentos esenciales. En los quirófanos han tenido que operar sin electricidad.
A esta devastación se suma un modelo de ayuda impuesto por el Gobierno de Israel que excluye los principios humanitarios, a las agencias de Naciones Unidas y a las principales organizaciones humanitarias internacionales. Un modelo que, lejos de aliviar el sufrimiento, lo perpetúa. Que fragmenta, condiciona y politiza la asistencia, violando los principios fundamentales de neutralidad, imparcialidad e independencia. Este no es un sistema de ayuda humanitaria, es la militarización de la ayuda contra una población hambrienta. Facilita desplazamientos forzados, bloquea el socorro vital y consolida el castigo colectivo como arma de sometimiento. En los últimos días han sido asesinadas más de 500 personas y más de 4000 han sido heridas en los puestos de ayuda militarizados como consecuencia de los disparos del ejército israelí.
Mientras tanto, toneladas de alimentos, medicinas y material sanitario permanecen retenidas al otro lado de la frontera, a escasos kilómetros de quienes las necesitan con desesperación.
No podemos permitir que esta indiferencia y complicidad se instalen como norma. No podemos aceptar que los líderes europeos y mundiales observen en silencio mientras una población entera se desvanece bajo las bombas, los escombros, la inanición y el abandono.
Este manifiesto no es una súplica.
Es un grito.
Es un puño sobre la mesa de la indiferencia.
Es un llamamiento urgente a la conciencia del mundo.
Y con cada niña y cada niño muertos, con cada madre que llora sin fuerzas, con cada familia sepultada bajo los escombros, algo de nosotros también desaparece. En el futuro no podremos decir que no lo vimos venir. La protección es un derecho y una obligación legal que deben garantizar las diferentes partes y también la comunidad internacional.
¿Cuánto más tiene que sufrir un pueblo para despertar la acción internacional?
¿Cuántos niños y niñas más deben morir para que quienes tienen poder actúen?
Las palabras ya no bastan. Las condenas sin consecuencias no salvan vidas. Las declaraciones sin medidas concretas se difuminan. La historia no juzgará lo que dijimos, sino lo que hicimos. O no hicimos.
Hacemos un llamamiento a las autoridades israelíes para que cesen inmediatamente el castigo colectivo a los palestinos y pongan fin a su inhumano asedio de Gaza. Pedimos también que el Gobierno de Israel cumpla sus responsabilidades como potencia ocupante y que sus autoridades faciliten la entrada de ayuda humanitaria en Gaza a gran escala.
Exigimos a España, a los líderes europeos, y a los estados aliados del Gobierno de Israel, que ejerzan su influencia para lograr:

Un alto el fuego inmediato y definitivo.

La protección efectiva de la población civil, conforme al Derecho Internacional Humanitario.

La apertura total y sostenida de todos los pasos fronterizos para garantizar la entrada masiva de ayuda humanitaria, sin condiciones políticas.

El respeto y restablecimiento pleno del mandato de UNRWA y de todas las agencias humanitarias, sin criminalización ni obstrucciones políticas.
-
La suspensión de los castigos colectivos como arma de guerra, como el uso del hambre y el desplazamiento forzado.
